背景：観光客による免許切り替えと事故の増加
2024年、日本の警察庁は、外国免許から日本の運転免許への切り替え（外免切替）を利用する短期滞在の外国人観光客の急増と、それに伴う交通事故の増加に懸念を示しました。
実際に、外免切替を通じて日本の運転免許を取得した外国人による交通事故は、2024年だけで7,286件と、過去10年間で最多を記録しています。
このような状況を受けて、警察庁は制度の見直しに踏み切り、2025年10月から新制度を施行する方針を明らかにしました。
The Japanese National Police Agency has expressed concern over the rising number of foreign tourists using the license conversion system to obtain Japanese driving licenses, and the corresponding increase in traffic accidents.
In 2024 alone, there were 7,286 traffic accidents caused by foreign nationals who had obtained Japanese licenses through the conversion process—the highest number in the past decade.
In response, the agency has announced a major overhaul of the system, with new rules scheduled to take effect from October 2025.
見直し①：短期滞在者は原則適用外
今後、観光ビザや短期商用ビザなどで滞在する外国人は、原則として外免切替制度を利用できなくなります。
切り替えには住民票の写しの提出が原則必須となり、ホテル住所や短期滞在先での申請は認められません。
外交官やモータースポーツ関係者など一部の例外を除き、日本に中長期で住んでいることが前提とされます。
Under the new rules, foreign nationals staying in Japan on short-term visas, such as tourist or business visas, will in principle no longer be allowed to convert their foreign licenses to Japanese ones.
A copy of the applicant’s certificate of residence (jūminhyō) will be required, and addresses such as hotels or temporary accommodations will not be accepted.
Only those with medium- to long-term residency status will be eligible, with some exceptions made for diplomats or motorsports professionals.
見直し②：知識試験の大幅難化
これまで外免切替時の知識確認試験は、イラスト付き○×問題10問のみで、正答率70％程度で合格できました。
しかし新制度では、50問の筆記試験に変更され、合格には90％以上（45問以上の正答）が求められます。
この変更により、単なる形式的なチェックではなく、実際の日本の交通ルールへの理解が重視されることになります。
Previously, the knowledge test for license conversion consisted of just 10 true/false questions with illustrations, and a passing score required approximately 70% accuracy.
Under the new system, the test will consist of 50 written questions, and applicants must answer at least 45 correctly—a 90% accuracy rate—to pass.
This reflects a shift toward ensuring a deeper and more accurate understanding of Japanese traffic rules, rather than allowing a simple procedural check.
見直し③：技能試験の採点厳格化
運転技能確認（いわゆる「みきわめ」）についても、踏切での一時停止や横断歩道での減速確認といった新たな評価項目が追加されます。
また、採点基準も従来より厳格化され、減点対象の範囲が広がる見込みです。
実際の運転能力に加え、「日本の道路で事故を起こさずに運転できるか」がより厳密に問われることになります。
The practical driving assessment will also be enhanced, with new evaluation items such as mandatory stops at railroad crossings and checking for pedestrians at crosswalks.
Scoring criteria will be tightened, and more behaviors will be subject to penalties or disqualification.
The focus will now be on whether the applicant can drive safely and responsibly on Japanese roads—not just basic operational skills.
今後の影響と注意点
この制度変更により、日本で運転を希望する観光客や短期滞在者は、あらかじめ国際運転免許証（IDP）を自国で取得する必要があります。
一方、就労ビザや留学ビザで長期滞在する外国人は、住民票を取得し、強化された試験に合格すれば引き続き切替可能です。
レンタカー会社や旅行業者も、制度変更を顧客に的確に周知し、代替手段の提案を行う必要があるでしょう。
With these changes, tourists and short-term visitors who wish to drive in Japan will now need to obtain an International Driving Permit (IDP) from their home countries in advance.
Meanwhile, those on long-term visas such as work or student visas may still convert their licenses, provided they have a residence certificate and can pass the more rigorous tests.
Car rental agencies and travel companies will also need to inform customers of these changes and suggest appropriate alternatives where needed.
