外国人が日本に住む

「日本で暮らしたい」と願う外国人は年々増えています。しかし、観光で訪れるのと、“実際に住む”のとでは大きく違います。日本に住むには、「法律上の滞在資格」と「住民としての登録」、そして「制度の中で生活できること」が求められます。これらがそろって初めて、外国人は“日本に住んでいる”とみなされるのです。

特に初めて来日する人にとっては、「なぜ契約できないのか」「なぜ市役所に行かなければならないのか」「なぜ銀行口座が作れないのか」と、理解できない壁に何度もぶつかります。これは本人の努力不足ではなく、日本の制度が“住む前提”として機能しているからです。

More and more foreigners wish to live in Japan. However, living here is very different from simply visiting. To truly “live” in Japan, you must have (1) legal residency status, (2) local registration as a resident, and (3) the ability to function within the social systems. Without these, your presence isn’t recognized as living.

First-time visitors often face invisible barriers like “Why can’t I rent?” or “Why do I need to go to city hall?” These aren’t due to laziness, but because Japan requires legal and institutional steps to become part of society.

在留資格は「住んでいい」という許可

日本では、外国人が中長期的に暮らすためには、在留資格（ビザ）が必要です。これは「あなたはこの理由で日本に住むことが許されています」という意味です。就労、結婚、留学、技能実習など、活動内容ごとに分かれていて、それぞれに条件があります。

在留資格がなければ、たとえ長く日本に滞在していても「正式に住んでいる」とはみなされません。不法滞在や資格外活動になる可能性もあるため、まずは正しい資格を得ることが第一歩です。

• 専門技術を学ぶ → 技能実習・特定技能
• 日本人と結婚 → 日本人の配偶者等
• 離婚・死別後も子を育てている → 定住者
• 日本の大学に通う → 留学

In Japan, a proper visa (residence status) is required to stay long-term. It means you are legally allowed to live in Japan for a specific purpose such as working, studying, or family-related reasons. Each status has rules and limitations.

Without a valid visa, even a long stay isn’t legally recognized as residence. This can lead to overstaying or unauthorized activities. Getting the correct visa is the first step toward living in Japan.

• Raising a child after divorce or death of Japanese spouse → Long-term Resident

住民登録が「生活の基盤」になる

在留カードを持っていても、住民登録をしなければ「生活の証明」にはなりません。住んでいる市区町村に転入届を出し、住民票を取得しなければ、健康保険・学校・銀行など多くの手続きができません。

たとえば、住民登録をしていない技能実習生が保険証を持たず、病院代を全額自己負担したり、子どもが学校に入れなかったりするケースがあります。「登録していない＝生活ができない」という現実があります。

Even with a residence card, you’re not officially “living” in Japan without registering at your local city or ward office. Without this step, you cannot get health insurance, enroll children in school, or open a bank account.

There are real cases where unregistered foreign workers had to pay full medical fees or were unable to send their children to school. Without registration, daily life in Japan becomes extremely difficult.

制度との摩擦——「日本にいるのに、暮らせない」

日本の生活には多くの制度があります。健康保険、年金、税金、マイナンバー、ゴミ出し、防災訓練など、すべてにルールがあります。制度を知らずに生活すると、後でトラブルになります。

たとえば、退職後に保険の切り替えを忘れた人が、無保険となりビザ更新に影響した例があります。住民税の滞納で永住申請が不許可になった事例もあります。

Japan’s daily life is governed by systems — health insurance, pension, taxes, My Number, waste sorting, disaster preparation, and more. Not understanding these systems can lead to serious problems.

For example, if someone forgets to change insurance after quitting a job, it can result in no coverage and visa renewal issues. Unpaid taxes have caused people to lose the chance at permanent residency.

支援がなければ、最初の3ヶ月でつまずく

来日直後は、日本語も制度も分からず、届いた郵便物や役所の案内が読めないことがあります。誰にも相談できず、保険や年金の手続きを放置し、在留資格の更新で困る人も多くいます。

Right after arriving in Japan, it’s common to feel lost — unable to read government letters or understand what to do. Without someone to ask for help, people often miss important steps and later struggle with renewing their visa.

企業・支援者・本人の連携が「住む力」になる

外国人を雇用する企業は、生活面まですべて対応するのは難しいかもしれませんが、支援がないと離職や孤立、トラブルの原因になります。住まいの確保、契約サポート、役所の同行など、連携が必要です。

Employers may not be able to support every part of daily life, but without basic support, foreign workers may quit, feel isolated, or face trouble. Helping with housing, contracts, and public procedures is essential.

「住む」とは、法律と生活をつなぐこと

日本に「住む」とは、住所があるだけでなく、法的な資格、制度との接続、生活の安定がある状態です。本人の努力だけでなく、周囲の理解と支援によって、本当の意味での「定着」が実現します。

To “live” in Japan is not just to have an address — it means having legal status, being part of systems, and maintaining a stable life. True settlement requires effort from the individual and understanding from those around them.
