税金や保険料の滞納でビザ更新不可？在留審査厳格化に注意！

在留資格審査がより厳格に

2025年6月、政府の新しい基本方針により、税金や社会保険料を滞納している外国人に対して、在留資格の更新や新規取得が認められにくくなる制度改正が始まりました。今後は納税状況や保険加入履歴が、入管審査の重要な判断基準のひとつとなります。

In June 2025, the Japanese government implemented a new policy that tightens immigration rules for foreign residents who fail to pay taxes or social insurance. Tax payment and insurance history have become key factors in visa screening.

公平性と制度維持が背景にある

この厳格化は、国民と同様に外国人も社会保障の担い手であるべきという公平性の観点、そして医療・年金制度の持続可能性を守るための措置です。義務を果たさないまま在留を続けることが、今後は認められなくなる流れが強まっています。

この制度は今後も拡大される予定であり、2027年以降には医療費の自己負担分を滞納しているケースなども、在留審査に影響するようになる見通しです。生活全般における義務履行が在留継続の条件として強く意識されていきます。

This policy is expected to expand further. By 2027, unpaid out-of-pocket medical expenses may also influence visa decisions. Responsible behavior in daily life will become essential to maintaining residence in Japan.

影響を受けやすい在留資格とは

特定技能、技能実習、家族滞在など、更新や変更の機会が多い在留資格は、今回の方針の影響を特に受けやすいといえます。技能実習においては、雇用主の保険加入手続きミスが原因でも、本人の在留に支障が出る可能性があるため、受入機関側の対応も重要です。

Visas that require frequent renewals or changes—such as Specified Skilled Worker, Technical Intern Training, and Dependent—are especially vulnerable. Even employer mistakes in handling insurance can jeopardize a worker’s visa.

まずは自分の税や保険料の納付状況を確認しましょう。滞納がある場合は、役所や年金事務所で早めに相談し、分割払いや猶予制度を利用することが可能です。制度の変更は突然行われるため、普段からの備えが重要です。
