外国人住民が増えるなかで、町内会や自治会の運営に悩む地域が増えています。「参加してくれない」「言葉が通じない」「ルールを守ってくれない」といった声がある一方で、外国人側も「何を求められているのか分からない」「強制的に感じる」と戸惑っているのが現状です。
As the number of foreign residents increases, more communities are struggling with how to involve them in local neighborhood associations. To build a truly inclusive society, it’s important not to impose rules but to foster mutual understanding. For foreign residents to naturally integrate into the community, Japanese residents must first show openness and willingness to understand cultural differences.
