外国人労働者に対して、「税金が免除されているのではないか」という印象を持っている日本人は少なくありません。
もちろん、制度上は正しく処理されていることは理解しています。
扶養控除も、住民税の非課税基準も、日本人と外国人で基本的には同じルールです。
However, many Japanese people feel that the rules, while technically fair, don’t always feel equally applied.
That emotional discomfort — even if the law is being followed — is real.

こうした話を聞くと、正直、“本当にフェアなのか？”と感じます。
ただ実際には、これは違法な免除ではなく、制度に基づいた適正な処理です。
例えば、所得税法施行令第85条の2により、国外に住む親族も一定の条件を満たせば扶養親族として認められます。
また、住民税には非課税限度額があり、所得と扶養控除のバランス次第では課税がゼロになることもあります。

But in reality, these deductions are legally permitted under Japanese law — specifically, Article 85-2 of the Income Tax Order.
Also, under resident tax rules, those with low income and dependents may legally owe no resident tax.

こうした疑問やモヤモヤを言葉にすると、「差別だ」「レイシズムだ」と言われそうで、声に出しにくい。
結果的に、多くの日本人が本音を胸にしまい込み、さらに不満や誤解が募ってしまうことがあります。

「自分で制度を調べて使えばいい」という声もあります。確かにその通りです。
外国人労働者の努力は尊敬に値します。
しかし、日本の税制度は非常に複雑で、多くの日本人が仕組みをよく知らずに日々の納税をしています。
その中で、「知らずに損をしている側」が「うまく使って得をしている側」を見て、悔しさを感じるのは自然なことです。

Japan’s tax system is complicated, and many Japanese people aren’t fully aware of what they can claim.
That feeling of “I’m missing out while others are getting benefits” leads to frustration — not laziness.
誤解も不安も、制度も、全部を見つめ直す時期にきている

外国人労働者が税金を納めているのは事実。
一方で、日本人が不公平感を持っているのもまた事実。
どちらかが完全に間違っているのではなく、それぞれに事情があります。
だからこそ必要なのは、「誤解だ」と一蹴するのでも、「差別だ」と非難するのでもなく、
制度の運用や情報提供のあり方を、冷静に見直すことではないでしょうか。
It’s true that foreign workers pay taxes. It’s also true that some Japanese feel things aren’t entirely fair.
Both perspectives are valid. We don’t need to accuse or dismiss each other — we need to review the system together.
Only then can we build mutual understanding and reduce misunderstanding on both sides.
