「生活保護の3分の1が外国人」は本当？誤情報と現実に向き合う

「生活保護の3分の1が外国人」は事実ではありません。しかし、問題はもっと深いところにあります

最近、ネット上で「生活保護を受けている世帯の3分の1が外国人」という情報が広まっています。これは、厚生労働省の統計と明確に食い違う誤情報です。
2023年度の公式データでは、全国の生活保護受給世帯は約165万世帯。そのうち外国籍世帯は約4万7,000世帯、つまり全体のわずか2.9％にすぎません。

このように、「外国人の受給が多すぎる」という主張には根拠がありません。しかし、こうした誤情報がなぜ広まるのか、なぜ外国人が批判の対象になりやすいのか、そこには社会の構造的な問題があります。

“One-third of welfare recipients are foreigners” is not true — but the deeper problem remains

Recently, claims have been spreading online that “one-third of households receiving public assistance in Japan are foreigners.” This is factually incorrect according to statistics from the Ministry of Health, Labour and Welfare.
As of 2023, there are approximately 1.65 million households receiving welfare. Among them, only about 47,000 are headed by non-Japanese citizens—just 2.9% of the total.

In short, the claim that “foreigners dominate the welfare system” is unfounded. But instead of stopping at the numbers, we must ask: why is such misinformation so readily believed? Why are foreigners so easily blamed? The answers lie in deeper social and structural issues.

生活保護を受けている外国人の多くは、高齢者、ひとり親、病気やケガで働けなくなった人たちです。

Some say “foreigners abuse the system”—but that doesn’t reflect reality

Many foreign residents who receive public assistance in Japan are elderly, single parents, or people who have lost their ability to work due to illness or injury.
Despite language barriers and limited familiarity with the system, they take the difficult step of seeking help at public offices—a decision that requires considerable courage.

To label these individuals as “abusers of the system” not only distorts the truth but adds another layer of suffering to already vulnerable people. Being a foreigner and being in need should not make someone a target of suspicion or blame.

What we must protect is not the budget, but human life and dignity

Public assistance is not for a “special class” of people. It exists to protect anyone who may face unexpected hardship—illness, job loss, or family issues.
Using the system is not shameful. It is a right.

Foreigners living in Japan are no less deserving of support and dignity than anyone else. What we should fear is not the cost of helping people, but the consequences of turning them away based on false assumptions.
