【留学生向け】国立大学の授業料が上がる？いま知っておきたい制度変更と対策
授業料がこれから変わるかもしれません
文部科学省は2024年、国立大学の外国人留学生に対して「適正な対価を徴収する」よう各大学に促す方針を発表しました。これにより、今まで上限があった授業料の制限が撤廃され、大学ごとに自由に留学生の授業料を決められるようになっています。
In 2024, Japan’s Ministry of Education announced that national universities should charge international students an “appropriate fee.” As a result, the previous cap on tuition fees has been removed, and universities can now set their own tuition levels for international students.
すぐに大きく値上げされるわけではありません
現時点で実際に授業料を引き上げた国立大学はほとんどありません。ただし、今後の制度や予算の状況によって、徐々に授業料が高くなる大学が出てくる可能性があります。特に、外国人向けの支援やサービスに費用がかかる大学では、負担を分け合う形で値上げされることも考えられます。
For now, very few universities have actually raised tuition fees. However, changes may come gradually, especially at schools that invest heavily in services and support for international students. Some universities may increase tuition to share the financial burden.
なぜ今、文科省は授業料の見直しを進めているの？
理由の一つは、留学生に対する支援に多くのコストがかかっていることです。たとえば日本語の授業、相談体制、住居やビザに関するサポートなど、日本人学生よりも多くの支援が必要とされる場面が多くあります。これらを安定的に続けるには、適切な授業料が必要だという考えです。
One reason is the extra cost involved in supporting international students. These include Japanese language classes, consultation services, housing and visa support, and more. To continue providing these services, appropriate tuition fees may be necessary.
すべての大学で同じ対応がとられるわけではありません
政府から多くの予算を受けている「研究大学」などは、今後も授業料を据え置く可能性があります。一方で、地方の中小規模大学では、国からの支援が限られているため、授業料を引き上げる動きが出るかもしれません。進学を考えている人は、大学ごとの方針をよく調べておくことが大切です。
Not all universities will take the same approach. Large research universities receiving government support may keep tuition fees unchanged. Smaller or regional universities with limited funding might consider tuition increases. It’s important to check each university’s policy carefully.
留学生が今からできる対策とは？
1年後・2年後に入学を考えている留学生は、授業料だけでなく、生活費・奨学金・サポート体制を含めて大学を選ぶことが重要です。特に、今後の制度変更に対応できるよう、次のような点に注意しましょう。
