「500万円あれば、誰でも日本に住める」と言われることがあります。SNSや仲介業者の広告では、「簡単に取れるビザ」として紹介されていることもあります。しかし実際には、経営・管理ビザは入管の中でも特に厳しく審査される在留資格のひとつです。
Some people say, “If you have 5 million yen, you can live in Japan easily.” On social media or in broker ads, this visa is often introduced as easy to get. But in reality, the Business Manager Visa is one of the most strictly reviewed visas by immigration authorities.
制度の目的は「日本で事業を行うこと」
経営・管理ビザは、「日本で事業を始め、継続的に経営していくこと」が前提の制度です。つまり、ビザの取得がゴールではなく、事業を動かすことが目的です。事業の実態がなければ、許可されないのは当然のことです。
This visa is for people who want to start and continue a business in Japan. Getting the visa is not the goal—running a real business is. If the business has no substance, approval will naturally be denied.
悪用される理由：資本金という“わかりやすさ”
このビザが悪用されやすい理由のひとつは、「500万円」という金額がひとり歩きしているからです。一部の業者は「500万円を用意すればいい」と説明しますが、そのお金が事業に使われていなければ意味がありません。資本金を一時的に入金し、すぐに引き出すといった“見せ金”のような方法も、入管はすでに把握しています。
One reason this visa is often misused is the focus on the “5 million yen” figure. Some agents say that just depositing that money is enough. But if it isn’t used for the business, it’s meaningless. Immigration officials are already aware of schemes like temporarily depositing and withdrawing funds.
実際にある“ビザ取得のための会社”とは
たとえば、事務所はレンタルスペース、従業員もいない、売上もない——にもかかわらず登記だけはしてある、という会社が増えています。こうした「ビザのためだけの会社」は、初回の許可が出ても、更新時にほぼ確実に落ちます。中には、不許可のあとに在留資格取消しや出国命令を受ける人もいます。
Some people create a company just for the visa: they rent a virtual office, have no staff or sales, but register the company. Even if they get initial approval, they are almost certain to fail at renewal. In some cases, their status is canceled and they are ordered to leave Japan.
真面目に申請した人が損をする仕組み
問題なのは、こうした“形だけの申請”のせいで、真面目に準備している人まで疑われるようになっていることです。たとえ事業計画が現実的でも、「よくあるパターン」として不利な目で見られてしまうこともあります。だからこそ、書類だけでなく、事業の実行力や継続性をしっかり示す必要があります。
The problem is that these fake applications make immigration officers suspicious of even honest applicants. Even a realistic business plan might be viewed skeptically. That’s why it’s important to show not only documents but also your ability and intent to run a long-term business.
制度の見直しと今後の厳格化
現在、政府は制度の見直しを進めています。資本金の増額、更新条件の厳格化、事業計画の実行確認など、制度全体の信頼性を守るための改正が進むと考えられます。すでに出入国在留管理庁でも、この在留資格の「実態審査」を強化しています。
The government is now reviewing the system. It is expected that reforms will include raising the capital requirement, tightening renewal rules, and verifying actual business activity. The Immigration Services Agency is already enforcing stricter checks for this visa category.
信頼される申請とは？
「事業の中身を見せる」ことが重要です。オフィスの実在、従業員との雇用契約、仕入先・販売先との関係、資金の使い道、そして何より「あなた自身が経営者であること」。形式的な書類だけでは信頼は得られません。中長期的な経営計画と、実際の動きが伴って初めて、ビザは認められます。
It is crucial to “show the substance” of your business. That includes a real office, employment contracts, relationships with suppliers and clients, proper use of funds, and your own role as the manager. A visa is granted only when there is a genuine, sustainable business—not just formal documents.
