特定技能1号への移行がもたらす可能性

制度の背景と変化

外国人雇用に関する制度は、近年急速に変化しています。日本では労働人口の減少が進むなかで、外国人労働者の受け入れが年々増加していますが、これまでは短期間の雇用にとどまる制度が多く、長期的な雇用や定着を前提とした仕組みは十分ではありませんでした。こうした背景から、長期間にわたって日本産業を支える人材の確保という視点で、制度の見直しと柔軟化が進められています。

外国人 employment policies in Japan are undergoing rapid changes. While the number of foreign workers has increased in response to the shrinking domestic labor force, many of the existing systems were limited to short-term employment and lacked mechanisms to promote long-term retention. As a result, the government has begun reforming and relaxing the system to ensure a more stable workforce that can support Japanese industries over the long term.

特定技能1号への変更で滞在期間が延長可能に

現在の技能実習制度（今後「育成就労制度」に移行予定）では、原則として日本に滞在できるのは3〜5年に限られ、その後は帰国せざるを得ない状況が一般的でした。しかし、在留資格を「特定技能1号」へと変更することで、さらに5年間の延長が可能となり、通算で最大10年間の日本滞在が見込めるようになります。せっかく日本で技術を学び、経験を積んできたのであれば、特定技能に移行し、より長く安定した形で日本での暮らしを続けてみるのも一つの選択肢です。

Under the current Technical Intern Training Program (which will transition to the “Training Employment System”), the maximum stay in Japan is typically limited to 3 to 5 years, after which workers must return home. However, by switching to the Specified Skilled Worker Type 1 status, it becomes possible to extend the stay by an additional five years—up to a total of 10 years. For those who have acquired skills and experience in Japan, transitioning to this new status may provide a stable and longer-term pathway for life and work in Japan.

対象となる業種と注意点

特定技能1号は、介護、ビルクリーニング、産業機械や電気電子、情報関連製造、建設、造船、船用工業、自動車整備、航空、宿泊、農業、漁業、飲食料品製造、外食など、現在12の分野が対象となっています。ただし、技能実習から特定技能に必ずしも移行できるとは限らず、対象外の職種も存在しますので、事前の確認が必要です。

Specified Skilled Worker Type 1 covers 12 sectors, including caregiving, building cleaning, industrial machinery, electrical and electronic equipment, information-related manufacturing, construction, shipbuilding, marine equipment, automotive repair, aviation, hospitality, agriculture, fisheries, food manufacturing, and food service industries. However, not all job roles from the technical internship program are eligible for transition to this status, so prior verification is essential.
